This quote by Viola is saying that she was surprised that Olivia has fallen in love with Cesario, Viola's male disguise. Originally, Viola's task was to give Olivia a ring and make her fall in love with Orsino. Instead, Olivia doesn't accept the ring because she is attracted to Cesario. Not only is she attracted, but she is in such awe that she is at a loss of words. This has created a love triangle as well as confusion.

what? That doesn't have anything to do with the quote though... The quote means that Viola was sent to make Olivia fall in love with the Duke Orsino, but Olivia rejects the ring. Then Viola realizes that Olivia is beginning to fall in love with her because of the way she looks at her and is at a loss for words around her.
